Choi, born in 1970, studied social welfare at Seoul National University, labour relations at Cornell and earned a business doctorate at Korea University. He served at the labour ministry, the presidential office, the Seoul Regional Labour Commission and as labour attaché at the Korean embassy in Washington, then as a specialist at The Korea Economic Daily before joining Hanjin.
