On September 3, the government announced its public-institution reform plan, proposing that the four authorities be consolidated into a tentatively named “Korea Port Authority.” The government says the merger is intended to improve Korea’s international port competitiveness by linking functions that are currently divided among regional authorities. Under the detailed proposal, policy and planning functions would be consolidated, while regional branches in Busan, Incheon, Ulsan and Yeosu-Gwangyang would handle local specialised projects and operational work. The government has also cited stronger coordination among ports and a better response to changes in global supply chains. Regional groups, however, have raised objections. Civic and port-related organisations argue that the four ports have different cargo profiles, hinterland industries and development strategies, and they say centralisation could weaken local decision-making and autonomy. On September 7, around 300 organisations across the four regions took part in coordinated press events and statements opposing the plan. Opposition has continued among regional groups and politicians. The Ministry of Oceans and Fisheries has meanwhile begun follow-up work. On September 8, the ministry met the heads of the four port authorities to discuss the proposed merger task force, key issues to be reviewed and the implementation timetable. There is also a legal step ahead. Korea’s Port Authority Act generally provides for port authorities to be established by individual port, while allowing one authority to cover two or more adjacent ports when necessary. A nationwide merger involving these four geographically separate port authorities would therefore require legislative amendment. As of September 18, 2026, the merger has not been completed.
