염태영 더불어민주당 의원이 택배 노동자의 과로를 예방하고 사회안전망을 강화하기 위한 생활물류서비스산업발전법 일부개정법률안을 대표 발의했다고 31일 밝혔습니다.개정안은 국토교통부 장관이 택배서비스 종사자의 건강권 보호와 과로 예방을 위한 작업시간 기준을 마련할 수 있도록 하는 내용을 담고 있습니다. 필요한 경우 사업자에게 개선 조치를 명하거나 권고할 수 있도록 했습니다.또한 일정 규모 이상의 택배사업자와 심야배송 사업자가 운송위탁계약을 맺은 택배서비스 종사자의 고용보험료와 산업재해보상보험료를 사업자가 부담하도록 규정했습니다. 사업자가 종사자에게 보험료를 부담시킨 경우에는 500만 원 이하의 과태료를 부과하도록 했습니다.이번 개정안은 제3차 택배 사회적 대화에서 야간 작업시간 기준과 사회보험료 부담 주체를 놓고 합의에 이르지 못한 쟁점을 입법으로 보완하려는 취지로 알려졌습니다. The minister could also order or recommend corrective measures to businesses when necessary.It further requires certain large-scale delivery operators and late-night delivery businesses to bear the employment insurance and industrial accident compensation insurance premiums for contracted delivery workers.
