The National Parcel Delivery Workers’ Union has strongly condemned what it calls illegal multi-level subcontracting and unfair labor practices in Coupang’s Andong region, demanding a special investigation by the Ministry of Land, Infrastructure and Transport and the Ministry of Employment and Labor. According to the union, Coupang delivery workers in Andong are trapped in a four-tier subcontracting structure — Coupang CLS as the primary contractor, followed by Moventis and YJ Logistics — resulting in double commission deductions and severe low-wage labor. The union claims this structure exceeds the one-level re-subcontracting limit allowed under the Living Logistics Service Industry Development Act and may violate the Motor Vehicle Transport Business Act’s 50% direct transport obligation. The union further alleges that after workers formed a union, YJ Logistics unilaterally reduced working days without increasing commissions — effectively cutting monthly wages by over one million won — and engaged in illegal replacement delivery during a lawful partial strike, along with unfair dismissals and false reports to suppress the union.
